Client post notifications, and reorderable stage payments

Clients are notified about new portal posts. Publishing a post to a project’s client portal now notifies that project’s client users in-app and by email, instead of only the ones you @-mentioned. It shares the “Project updates” preference with the weekly site update, and the notification opens the post in the portal.
Procurement categories start collapsed. The category rail on Procurement › Products and the Choose product picker now opens at the top level rather than fully expanded, and clicking a category both filters the table and opens its sub-categories — so drilling down is one click per level.
More room on narrow screens. Site Updates and Contracts now let the content keep its width as the window narrows.
Reorder stage payments. Each stage payment on a contract item can now be moved up or down in the schedule, so correcting the order no longer means deleting rows and retyping them.
